i'm an italian kayaker, i would like to visit ireland, and specially irelands rivers! but: i really don't know when is the bets time for good levels in your rivers? is there a club , a circle, a school, some friends or someone that usually organize to go on a river, maybe in the weekend or also during the week????

March is usually an ok month for paddling, however its very very difficult to predict when it will be raining.
All you can do is hope the conditions will be correct.
