Twitter SMS updates for Gauges and River alerts?

I got this message via twitter:

Vodafone Ireland subscribers can now send and receive Tweets via SMS.

I'm not sure of the details.

But, does that mean that river alerts and gauge alerts via SMS are now a go? Well if it does, I'll try and make some head way on getting it up and running this weekend.
Or is just for Vodafone subscribers?

Yes, looks like Vodafone users can send and receive tweets on their phones.

  * Selecting turn on device notification by clicking on the mobile phone icon
