Not currently.
The data is stored and there is a plan to make it all public. It's just a matter of getting the time.

This may help you Tiernan its the new hydrometric data website from the EPA.

It maps all the rivers they have gauge stations and provides historical water level and flow data at each station. They don't seem to have one on the Annamoe or Glens. From a brief look they do have data on the Flesk (Clydagh Bridge) and the Gaddagh.

From a quick look it seems that the flesk is above a runnable level 18% of the time.
