Does anyone else think its hilarious that documents like this one, about the strategic planning and improvement of the ICU, were "secret" ?

At that time when it came to information and decision making, the ICU had a culture of closed doors. This culture permeated through the organising structure of the ICU, and sometimes information was only passed to individuals that were members of favored canoe clubs.

At the 2009(or 2010) ICU AGM, in response to questions/criticism about why the ICU had done almost nothing from its then out of date and previous strategic plan ("ICU Strategic Development Plan 2005 – 2009 – Stay, Stay, Succeed."), the ICU chairman at the time, Eamon Devoy, announce that there would be a ICU "Strategic Planning Workshop" to draft a new strategic document open to anyone who wished to be involved. We were instructed to email "da Office" if interested. It's unsurprising a number of people did email "da office" and never heard back.

Canoe Ireland needs transparency first and foremost. And it's looks like it's happening with the publication of ICU Board and Executive Reports and Mark Clintons work on the Canoe Ireland's development and strategy. Hopefully this is the start of a culture of openness and cooperation within Canoe Ireland. Well done to all involved.
